Question

Is there a rule for how many salsas to put in one burrito?

I have seen burritos with one salsa, burritos with two, and once a burrito that had three (a green, a red, and a pico). Is there a principle for how many salsas work in one burrito and whether combinations work better than a single good salsa?

One good salsa is always better than two mediocre ones. If you are going to use two, they need to serve different functions — a cooked salsa and a fresh pico together, or a red and a green that have different heat levels and textures. Two hot salsas is almost always a mistake: the heat compounds and overwhelms the other flavors.
